Assarmatori’s request

State of Natural Disaster

by Port News Editorial Staff

Declare a state of natural disaster for the shipping sector is the request that the Shipowners’ Association is lodging with the Government and Institutions

“In this sector too, like the air industry” – Assarmatori writes – “the Covid-19 epidemic has to be recognized as a natural disaster and an exceptional event, according to Article 107, paragraph 2, letter b, of the Treaty on the Functioning of the European Union.”

According to Assoarmatori, the liquidity support measures provided for in article 57 of the Prime Minister’s Decree of 17th March 2020 need to be extended to the maritime sector as well: “It is essential to ensure that credit institutions adopt – as a matter of urgency – the procedures for the effective disbursement of the financial instruments contemplated therein and necessary to support the continuity of their operations, providing for appropriate moratoriums on existing financial relationships so that recourse to the new necessary credit lines does not lead to the breach of contractual commitments undertaken previously.”

“There is no time to lose” – says the President of the Association, Stefano Messina – “without quick compensatory interventions, the very survival of Italian shipping companies specializing in cabotage, Motorways of the Sea services and island links is at risk.”
