Administrative Single Window upgraded

Livorno, Network Ports increasingly digital

The Port Network  Authority (PNA) is speeding up its administrative simplification and transparency. After a brief trial period, the PNA is preparing to upgrade  its Administrative Single Window (ASW). Under the law reorganizing Port Authorities, Legislative Decree Legislative Decree 169/2016, from 1st  January 2022, the ASW is to have  a unique  front-office purpose in relation to people authorized to operate in the port.

In fact, the PNA  has launched a new online platform (sua.portialtotirreno.it), based on the Cloud Salesforce solution, to innovate and improve services for  the public (businesses and local citizens) and encourage the gradual  digitalization  of all the paperwork its Network ports handle. The solution the Authority has chosen is strategic.  It fits into a process of optimization and rationalization and migration of other services and interoperability with other institutions.

Some 20 procedures, which are set to exceed 30 by the end of the year, can now be managed through the ASW, with the newly-added possibility for port operators and stakeholders to consult the catalogue of procedures, access digital services, submit dossiers for having  concessions and authorizations approved or renewed, monitor their processing status, and pay any potential charges.

Thanks to the new platform, we have been able to optimize our IT systems and implement the level of interaction with the port community. This is expected to make administrative activities more efficient, effective and cost-effective” explained PNA Managing Director, Matteo Paroli.

Mr. Paroli pointed out  that the implementation of digital services is also having a positive impact on the control and supervision of port work. In fact, it is only a few months since ASW was last upgraded when the procedures for sending the PNA the list of employees on port work shifts and for submitting applications for being authorized to carry out port operations and services were fully automated.

“The latest upgrade, christened LA.PO. (LAvoro POrtuale), has in fact facilitated greater protection of port personnel and improved efficiency in analyzing the operational performance of port terminals and the adequacy of the workforce of the companies themselves,” added the Port Authority’s Managing Director. He highlighted the fact that “our Administration has made digitalization one of the cornerstones of its growth and transformation strategy, a key factor for delivering quality services and fostering better interaction between the Authority, businesses and local citizens.”

Thanks to the project, developed by the Authority’s IT department in collaboration  with the other departments involved in the processes, port operators and citizens can not only complete all paperwork in a fully digital mode but can also contact the PNA through any of the many channels available to them and receive faster assistance thanks to user profiles providing  a complete picture of their dossiers.
